How to allow Anonymous user comments?

I just installed the latest version (143) and i cant seem to find the option in the CONFIGURATION section that would allow annonymous users to post comments..

i've checked all options that would have this feature setting including GALLERY CONFIGURATION>COMMENT SETTINGS

please help

While logged in to your admin account, go to groups. Look for either "Guest" or "Anonymous". In the next column to the left, "Permissions," check "yes" next to "Comments."
