admin E-Mail to all the registert users

I am looking for a plugin that I can use to sent e-mails to the registert users from the admin account.
Also I'm looking for a plugin that sent automaticly a mail to all the registert users when a photo is placed.

Is ther something like that? 
I'm using CPG 1.4.19
