Trouble installing

When I try to install the photo gallery 1.2.1, using a thing called Fantastico which is on my server to automatically install various scripts, I get the following error

Warning: mysql_connect(): Too many connections in /tmp/cpanel.barnett.1097183385.4548 on line 4924
Too many connections

Any idea what this means, and how I can get around this error?

You can start by downloading 1.3.2 from this site and not using the Fantastico build.  A google search for mysql_connect(): Too many connections will explain what the issues are better than I can here.
