2 of 5 user galleries arent shown

hello,
under "user galleries" it shows that i have 5 galleries created, however, when i click on "albums" it only shows 3 of the 5 users.
are the other 2 "private"? ive tried changing the config settings to disallow private, it says, "all private albums will now become public". however, it STILL only shows 3 user albums.

what have i missed?

They may be empty albums.
