How to Chmod in windows 2003 ??
I use ftp software but can't change  ???

CHMOD has nothing to do with Apache, it is a Unix/Linux/*nix command that does not function on a Windows OS.

Right click on the file/directory, select Properties, then switch to the Security tab.
