Upoad Pictures without Registering

How can I do this? Anyone can upload pictures without registering.
I  have this settings in Groups (Anonymous settings are rate files=yes, send ecards=yes, comments=yes, upload files=yes, upl approval=no, personal gallery=yes, upl approval2=yes, configuration=file-uri). When trying to upload files I get this error Sorry there is no album where you are allowed to upload files but I already created an album under a test account which belongs to anonymous group.

As the admin, create a public album and set Visitors can upload to "yes".  I would turn off personal gallery for anonymous users, unless you want all anonymous users to post to the same personal gallery.
