SAFE MODE Restriction in effect [issue solved]

Why do I get these messages when trying to add a picture, i did the 777 chmod but have not got privelages to change include/config.inc.php, is this why I get the messages below:

It was just that file taht needed the silly comment in, so now works.... woooohoooo!!
