Admin & User on Localhost only?

I can change my user access from the localhost only. When I attempt to do it from another machine - other than the local host...I can't upload images...nothing. Is there something I should be doing to the PHP.ini file? Or is it the program itself. I am running windows xp & it seems like this would be a great application if I could change categorys and so on - from another machine - other than the host.

localhost means it is local to that computer. If you want other computers to access it, you would need to get either a domain name, or a computer name is fine within the same network.
