New errors when moving to a new server

Current users and new registered users get the following errors when uploading new images:

Impossible to move somepic.jpg to albums/userpics/ | Warning: move_uploaded_file(/tmp/phpezCYKr) [function.move-uploaded-file]: failed to create stream: Operation not permitted

Well, I checked the FAQ.html page in the docs folder. None of this makes sense to me. Should I just upgrade or what?
Any help will be appreciated. I have over 350 images and dont really want to lose the comments and descriptions.
