I want to give administrator's rights to user

Hi! I'm trying to let one of my users to administrate the gallery, but the problem is, that gallery is integrated wit phpbb, and I don't want that user to be an admin in forum also. Is there any way to make this work? Or maybe I can create a specific group and give to it's members administrative rights? Where should I modify the group's access levels?
