encoding problem

Hi, just installed 1.3 and everything looks great.  Except, when I tried to set my language to Simplified Chinese, the encoding went all wacko.  If I set my browser encoding to Chinese GB2312 it looks right, but I have to do that manually where as for the other languages it will automatically change.

Looking at the actual files in the lang, it seems that the the chinese_gb-utf-8.php file and the chinese_gb.php file look exactly the same and I'm guessing that's my problem?

So the question is, how can I fix it? :-\\

Any help would be greatly appreciated.
