how can you ban a viewer, i have 2 of their ip address, i put them both in the ban user section, but they are able to still get in. i tried my own on another computer in the house that is connected to a different internet and banned my ip and i was still able to get in from the other computer. what am i doing wrong? or can this be possible. do they have to be registered in order to work? if so, how can i ban them if they are not registered?

your pc probably is on a private LAN, there's no point in banning those addresses. On the internet, you have another IP address visible to the outside. This is why you didn't suceed in banning your own pc (and you should be glad you didn't scucceed ;)).
Most users get IP addresses assigned dynamically by their webhosts each time they start a new surfing session, that's why banning by IP address is bound not to work. Just forget IP address banning, it is just a silly feature, or at least a waste of time.
