i dont think i have, ive read some things like faq and stuff, but ive never seen anything that tells you how to not allow users to upload

don't edit your initial question, it will render the whole thread with all the answers it contains useless. Very selfish behaviour!
Instead: reply to a thread and post "solved" or somthing similar!
