XP Publish Issue

Hi, I installed XP Publish registry entry as per the documentation, I have bee trying to add files through it, It appears as though only admin rights can use this method as registered users seep to be able to vreat albums though it, but pictures do not post.  I check file sizes and it seem like they should go no problem.  Can any help?  Am I missing a config setting or something?
