Everything works fine with my Coppermine Photo Gallery until I get over 2000 users then no notifications are sent. I onced deleted inactive users until it went under 2000 and it worked fine again. Now it's over 2000 users again and no one is getting their registration notifications.

What should I do?

hard to say without further information. You should upgrade anyway, I've never heard of a 2000 user limitation before.

Me neither no user limit as far as I know...
