File information is visible by default

When in admin config panel, I choose to select "File information is visible by default" as well as the "show url" options to NO in order for them not to show during the image view.  Despite doing this (and trying to set it to yes, then back to no), the information is always visible.  Is this a glitch, or is there another setting I'm missing?
