Second, I Have a question is it possible that when somebody want's to download a photo from your album he MUST first leave a reply on the photo ??

such a feature doesn't exist. It lies in the nature of the internet that if a user is able to view a pic, he can download it as well. You could however create a mod to let only users see the full-size pic who have rated for it.
