Installation issues---test

I'm getting the following error when installing Coppermine

Warning: open_basedir restriction in effect. File is in wrong directory in /home/httpd/vhosts/flyingpigproductions.net/httpdocs/coppermine/install.php on line 21

Fatal error: Failed opening required 'include/sql_parse.php' (include_path='.:/usr/lib/php') in /home/httpd/vhosts/flyingpigproductions.net/httpdocs/coppermine/install.php on line 21

I have it in a folder in http_docs called 'coppermine' I set chmod in ftp to read/write/exe privileges.
 What am I doing wrong?  Thanks in adavance for helping a newbie.

PHP on your server is configured with a base directory restriction.  All programs must be within the specified directory, or PHP will not execute them.  Look in php.ini, if you have access, to determine or change this setting. Additionally, the PHP setup has a specified include directory, which means that Coppermine's include files must go there, or the php.ini must be changed to allow their use from within the Coppermine directory.

Alternatively, you can change the include path using a .htaccess file if you are running Apache.

Something like:

php_value include_path .:/home/user/siteroot.com/coppermine/include
