im getting this error when some users try to upload files, how can i fix it?

I would suggest clicking on the Home button just above this message screen, and then searching for "Fatal error: Maximum execution time".   There are a number of approaches to this issue depending on whether you are self-hosted or Web-hosted.   

Also, try to find out what size files your users are trying to upload.  They might be bigger than what your hosting service allows for.
