Error Upload pic

I´ve got this error when i try to upload a foto to album with admin login

The previous file could not be placed.

You have successfully placed all the files.

and have this error when i´m logged in like a normal user

Sorry there is no album where you are allowed to upload files 


But the FTP have the album directory

I´m using the cpg1.3.5

Check you have set at least one album which allows uploads and you have enabled uploading in the groups page.

now i´v got another problem the normal users can´t upload pictures to other albums.
they only can send pic´s to her user gallery´s album i´ve criated other categories but the resgited user can´t upload pictures to other albums.
how i can do acess to all categories and albuns?!

ps: sorry my english but i´m portuguese, and thak´s your help
