XP Upload Wizard - Relieve Restrictions?

In my CPG I want to relieve the restriction "only the gallery admins and users that can have their own albums can use this feature". I have found code around line 664 of xp_publish.php  that seems to be the check for this -- do I just need to eliminate the entire first "If" block and make the second "elseif" block an "If" block?

I only allow registered users to upload files but they do not have the ability to create their own albums -- they merely upload into albums preset by the admin.

It is simple. I have no problem with folks that are members of my gallery posting and have the permissions setup for that. I do not allow any of them to create albums -- they all post into preset albums.

So I want the current restriction of only allowing admins and users than can create albums to be eliminated.

How do I modify the code to allow this?
