problem with "view picture information by default" config toggle

Upon installation, I noticed the setting "view picture information by default" was set to "No" & also observed  where the link was placed on the viewimage page. After changing the setting to "Yes", the "picture information" was indeed displayed by default... but now, after changing the setting back to "No" in the admincp, the link (to "view picture information") is no longer displayed. I'm stumped.

FWIW:
In the db, I see that the value of config.display_pic_info toggles between 0/1 when changes are made to the "view picture information by default" via the admin control panel

The link is missing regardless which theme is applied.

The link is missing regardless whether viewed as guest or logged in (admin mode or user mode)

no link ~~ I'm testing CPG1.4 on a local box, not a production site.

Please close/delete this thread.
I discovered that the problem was specific to one theme & was "user error" (I didn't recognize its funky 'Info' icon)
