Restricting public upload albums

Hey,

I was wondering if there is anyway I can create a public album and have only registered users upload to specific folders. I have a small family photo album and was wanting it setup so I had a category for my sister and she could only upload to albums in her category.
I know there is the user albums but I think its a lot better looking and easier to use if I just have public categories for each user on the index page.

Any help would be appreciated.
