How do I change how much a user can upload?

A user of my site sent me this message: "how may I submit equip reviews & add more photos(says I'm maxed-out)."

I went into the config options but didn't see an option for how much the gallery allots a viewer to upload. Where can I view/change this?

User upload quotas are set on the groups page.
