Could this allow users to upload thumbnails?

I was thinking of a scheme that may allow users add custom thumbnails (for their movies).

The user would upload their movie and thumbnail (picture file) at the same time.
Then I would get a mod to rename any picture file to the same name as the movie file.

Would it work? If yes, how would I go abou it?
