Registered User permissions

Maybe I am mis-understanding something but I have the following settings (you can also see it in the attachment):

Ratings: Yes
Ecards: Yes
Comments: Yes

Public albums upload
~~~~~~~~~~~~~
Allowed: Yes
Approval: Yes

Personal Gallery
~~~~~~~~~~~~
Allowed: Yes
Approval: No

I think actually I understand the settings now that I see it in text but is it possible to make public user galleries treated the same as the public albums on the frontpage?  I want to moderate what they are uploading to any album that is publicly available (user created or otherwise) but if it is a private album (viewable by them only) then I have no issue with it.
