Getting Permission error.

I am new at this and have tried everything i could before i posted here.  I hope this is the right area.  Can anyone tell me how to fix this:

I am trying to upload a photo and it is not working.

update at least to cpg1.3.5, or even better upgrade to cpg1.4.3
