help modifying theme

i follow the direction on how to make a theme. I download a theme and try to modify it but it's not turning out the way i want it too.

i cant seem to move the navgation bar. I want the navgation bar at the top like the classic theme.
The css file wont seem to let me change the font color either.

AND in my config section i already turn off all the comments/rating but with this theme everything is turn back on.

I dont want anything to show up there except for the image. No comments/ratings etc.

help? I spent hours trying to modify this theme.

I would suggest you not invest time in an older version, but move on to v 1.4.3 and modify the theme there. 1.3 themes won't work with 1.4. So if you do decide to upgrade, you'd need to update your theme.
