hebrew language selection acknowledged but not applied

Hello,
I set up coppermine on my site, and am trying to use hebrew.

When I select "hebrew" from the language selector in Config, the change is registered, no error message, but is not actually applied. The interface remains english, and when I open Config again, sure enough, the language is english.
any ideas as to why this happens?
I tried to workaround by manually changing RTL-LTR in HTML and CSS files, but that hardly achieves the result.
