Help on admin.php should be able to be translated

As user goes to admin.php, he sees "?" boxes on the right side and when clicks on it, window with suitable help topic is being displayed. However this only includes help in English. I would recommend to move that help descriptions to the language file, same as it was done with FAQ before, to allow translators to do their duty .

Basically, the help icon text is taken from the documentation. You're welcome to translate the documentation that comes with Coppermine (the French community members have done so, see http://coppermine-gallery.net/demo/cpg14x/docs/index_fr.htm).
Another method to translate the help icons might be taken into consideration though in the future.
