Only admin user has upload permission with phpbb bridging

I have the following issue when trying to bridge coppermine and phpbb 2.0.18:

For a long time now I have been trying to figure this one out.  When I as an admin user in phpbb go to coppermine I can upload images via the upload linik.  WHen a regular user goes to coppermine the upload link is not there.  I have gone in and set the groups permisions to permit 'registered' users to have upload approval for both public and personal albums.  They also have the ability to rate, comment and do ecards.
