Upload file

Hi i've look throught this in the templates but i dont think it is doable there

i  want to add something on top of the initial start table on every upload page.. including the inital browse for files and the confirmation and album selection pages.. etc

i have put a red circle on the attached file

do u know where in upload.php i should go to do this?
