How to get rights for user to create he's own albums in all categories????

it's not possible due to the overall structure of the coppermine core code. Accomplishing this would mean a complete re-write of coppermine - I doubt that someone has come up with such a mod.

mmm.... But can I attach all thematics to "User galleries", and hide the root??? Can users to create alums into it?

There used to be a mod for cpg1.3.x that displayed the user galleries as root galleries, maybe you can tweak it to be used with cpg1.4.x as well. Search the mods board for it.
