I have what I believe to be a permissions/config issue. I recently upgraded from Coppermine 1.3.2 to 1.4.4. I did not notice it, but it seems that users are not being shown the "Upload a File" link, despite having permission to upload files in the Groups manager. If I give them permissions to upload to a public folder, the upload a file link shows up.

An Admin can upload a file to their own personal gallery.
A user can create a personal gallery and albums, but they do not show up in the personal gallery list of albums.

Any help is much appreciated. The user galleries are a big part of my site.

You need to enable public uploads on the groups page. Actually uploading into albums is controlled by each album's properties. User galleries only appear when non-empty, there is a fix for this posted if that is an issue.
