Mixed up character-set....

I'm having some trouble with the character set on my gallery, and it may be my fault.
I had to mess a little bit with the code, and I can't recall if before I messed with it, the problem was already there.

To make it clearer: Were you read "Recomenda絥s" it SHOULD be "Recomendações".

Anyone know where should I look into the code/files to fix this?
I also have a phpBB forum installed and the characters works fine there...
It's a portuguese-brazilian char set.
Strange enough, the lang/portuguese I use is set to utf-8, which should work out, but somehow doesn't.
Last but not least, I'm not using the classic theme.. using subsilver instead. Don't know if that matters...
