Charge fee to upload?

Would it be possible to allow people to create their own album and charge them to "list" their information?

Regular users can create albums within their personal galleries, they can not create albums in public galleries. To charge them for having albums is possible if you code that feature in, it doesn't exist out-of-the-box nor as a mod/hack.
