config.inc transfer fails

my site was recently hacked so I changed my MSQL password and am trying to change it on the config. Everytime I try and save it, or reupload the file with my new password, the transfer fails. I use SmartFTP as my ftp program. What else can I do???

Is it the only file that fails to upload?

Try deleting it and then reuploading. Otherwise ask your host to chown it for you.
