i know there is top rated option , but i mean the main site

also the user can choose what is the number of top rated on main page

I don't understand what you mean.  What do you mean by "most rated user"?

Please rephrase with more details.

Most rated user photos i meant [ the post user who post photo and alot has been rate his photos ]
and how admin enable or disable it
