User - Admin album permissions

I am setting up a gallery for my art federation.

I want:

A main gallery (category) with artists names for albums that admin can add to all albums and also the users can only add to their user album.

I do not see a way for the admin to upload to the user gallery. It appears that they have to log in with the user's username and passcode.

Am I seeing this corectly? Is there a way I can have it set so that admin can add to all albums and also the users can only add to their user album.
