PLZZZ HELP!!!! "Unable to write config file 'include/config.inc.php"

OK EVERYTHING IS WORKING FINE EXCEPT FOR THAT "INCLUDE/CONFIG.INC.PHP"...I CHANGED THE SETTINGS OF ALBUM AND INCLUDE LIKE IT SAID IN THE TUTORIAL TO 777 N THEN I TRIED 755 BUT THEY WONT WORK...THE THING KEEPS SAYIN ERROR AND IM NOT SURE WHAT ELSE TO DO OR WHO ELSE TO TALK TO...PLZZZZZZZZZZZ HELP ME I KNOW THERES TOPICS ON THIS ALREDI BUT THEY HAVNT HELPED ME...

1) Don't shout at us
2) The topics say: if you're stuck with permissions, read the docs. If this doesn't help, ask your webhost.
3) There is a posting that is nearly identical that has been posted only hours ago

writing everything in UPPERCASE is considered as shouting on the internet, especially in bulletin boards, mailing lists etc.

Another thing to keep in mind: don't use any leetspeak in your posts.  Good old easy to read english is the way to go.  For example, type "Sorry" instead of "srry".  Using leetspeak is a sure-fire way to not get any help on pretty much any forum you visit.
