how to remove the "Crop and Rotate" "Edit file information" options

hi guys 
umm is the anyway that i can remove the "Crop and Rotate" "Edit file information" options for users?
i just want the users to be able to delete their own pictures, and i want the admin to have full control
can anyone please help me
