Problem with batch add and upload. Permission problem?

I can't get pics to upload, and I think it's a permissions issue but I think I have everything set up properly.
The site is http://www.sexyskipatrol.com/modules.php?name=coppermine

It's running on Win2K with IIS and PHPnuke, it's integrated into mySQL fine but won't take pics in. Everyone has full access to the folders, and IIS has scripts allowed to run in the folders. Am I missing something specific here?
