permissions are set for folders, albums and groups yet coppermine STILL cannot see the new folder in admin

Try turning off the browseable interface.

what is the point of having a feature default to a state that something else does not work?

It works for most people, hence the default.  If you click on the ? help button next to it, it says to try to toggle it if you are having problems.
