Coppermine+ibf 1.3=no pub upload for members?

I somehow can't figure out how to allow my members to upload to a albums that I (the admin) created?

I've set all the permissions to yes, for admin & members, but my members can only upload to the albums they've created.

i've read the docs, and searched the forums, no help so far.
