Username min length check bug for non-latin charsets

When using chinese encoding, there are issues with error messages about the username being too short (although it isn't). There has been a user contribution suggesting a fix that needs to be improved for all non-latin encodings and added to the core code, see http://coppermine-gallery.com/forum/index.php?topic=27011.msg127388#msg127388

Testing this once more, I realized this has been solved - registration works fine with short usernames. Marking as "fixed"
