Concorde Rules

After being hit by some tool who downloaded 9.6gb in a day (well requested it, couldn't have downloaded it) I need some way of limiting an IP to only download 500mb/1Gb every month, so some fool cant download it all in one go, its only a 600mb gallery atm,  so the tool went and downloaded or requested it over and over and over.

Is there any possibilty that this can be implomented? Or is it a server side task? (which i've been told can't easily be done). Or infact is there a mod already about?

Could be made as a plugin, but would be of little use since the user could just change their IP. Not suitable for a core coppermine feature.
