i want to build a gallery site like http://webshots.com/

people can create public / private album and bulk upload rather than choosing one by one.

shopping cart for people to choose what photo for what products. e.g. printing, mud, mouse pad.

that's all

i know some features are already in the system but i am not so good at php so i ask help for $200.

The app you're refering to comes with a client tool as far as I can see - not a trivial task...
