url_fopen off on server - which file to edit to remove url upload option?

Hi there

I've tried searching for an answer but no luck.  Which file and where do I edit to remove the url/uri upload option in upload.php?  Maybe it's obvious but I can't find it and I'd appreciate a pointer :0)
