Album Properties - Category set at "User Gallery"

Can't change them.  There is no option to change.  There is no dropdown menu.

Also, in Category Properties, there is no category thumbnail option. :-\

I've been through config many times.  There is nothing there to activate the above problems.

Nibbler point to User galleries category , not the user mode !
