Is there IP logging and/or banning in 1.2? Was it in 1.1? If not will there be?

yes, it's there. If a feature is being removed from one version to another, there'll be a notice at least in the changelog that comes with each version.
(Although I still don't understand why people are so fond of IP banning, with a world full of dynamic internet IP addresses :wink: ).
